Beyond the AI Policy: When Governance Becomes Operational Accountability

Image
Beyond the AI Policy: When Governance Becomes Operational Accountability An organization does not demonstrate responsible AI governance by merely publishing an AI policy. It demonstrates responsibility when that policy changes how AI use cases are assessed, approved, deployed, monitored, challenged and held accountable. Across Africa, artificial intelligence is moving from a specialist technology conversation into the practical domains of public administration, financial services, health, education, media and elections. This creates a strategic opportunity. It also creates a governance test: can institutions adopt AI in a way that improve outcomes without weakening rights or public trust The answer will not be found in policy documents alone. It will be found in whether principles such as fairness, transparency, privacy, safety and accountability are translated into everyday decisions. The African Union’s Continental Artificial Intelligence Strategy places this challenge wi...

AI Governance Cannot Be the Responsibility of Technology Teams Alone

Image
AI Governance Cannot Be the Responsibility of Technology Teams Alone The conversations at the AI and Democracy Forum in Abuja reinforced an important point: responsible AI governance cannot be treated as the responsibility of technology teams alone. It requires collaboration among policymakers, civil society, researchers, businesses, technology professionals, institutions, and citizens. One of the most important lessons in AI governance is that governance must begin before deployment. By the time an AI system is in use, critical decisions may already have been made about the data it relies on, the risks considered acceptable, the people who may be affected, and who will be held accountable for the outcome. This is why organisations need visibility into how AI is being used. They should be able to identify the systems in operation, understand the decisions those systems influence, assess the data involved, recognise who may be affected, and assign clear responsibility for ov...

Will Algorithms Determine the 2027 Elections?

Image
Will Algorithms Determine the 2027 Elections? I recently attended the AI and Democracy Forum in Abuja, where we considered a question that deserves urgent public attention: Will algorithms determine the 2027 general elections? At first glance, this may appear to be a question about whether artificial intelligence will be used in the electoral process. The deeper question, however, is whether algorithmic systems will shape the information citizens receive, the political narratives they encounter, the candidates they are exposed to, and ultimately the choices they make. Algorithms already influence visibility and public attention. They determine which content is recommended, amplified, or buried. With the rapid development of generative AI, political actors and other interested parties can now produce synthetic images, cloned voices, deepfakes, and highly targeted messages at speed and scale. The danger is not simply that false content may be created. It is that the informati...

AI AND YOUTH POLICY ROUNDTABLE IN COMMEMORATION OF THE INTERNATIONAL YOUTH DAY, 2026

Image
I had the privilege of moderating the AI and Youth Policy Roundtable in Abuja, themed “Responsible AI Adoption for Youth and by the Youth”, as part of International Youth Day 2026. Convened under iLEAD AFRICA AI for All Initiative, the dialogue examined how Nigeria can move from AI strategy to responsible adoption, with strong attention to digital governance, AI policy, data governance, algorithmic accountability, AI literacy, and civic technology. As moderator, I guided discussions on the opportunities and risks of AI adoption, the need for inclusive AI governance, and the role of young people in shaping policies that govern emerging technologies. A key outcome was a Youth-led Declaration advancing AI literacy, ethical AI use, responsible innovation, and participatory AI governance in Nigeria.

Civic-Tech: Beyond Digitisation, Toward Democratic Resilience

Image
Civic-Tech: Beyond Digitisation, Toward Democratic Resilience The digital revolution has fundamentally reshaped the relationship between citizens and the state. Governance is increasingly moving from one-way information dissemination toward interactive ecosystems built on real-time feedback, data exchange, and digital participation. Yet, a critical question remains for developing democracies: Is technology simply a tool for administrative efficiency, or can it become an instrument for more participatory, responsive, and accountable governance? This is where Civic-Tech becomes consequential.  Civic-Tech refers to the strategic use of digital technologies to strengthen civic participation, public accountability, government responsiveness, and the relationship between citizens and public institutions. It goes beyond digitising existing processes. It seeks to redesign the feedback loop between citizens and the state. Its applications are diverse. They include open data plat...

AI for Democracy: The Impact of Artificial Intelligence on Democratic Processes in Nigeria

Image
New policy brief released 📚💥 Artificial Intelligence #AI is changing the way democratic systems function. The policy question is no longer whether AI will influence democracy, but how institutions can govern its impact responsibly. I am pleased to share a policy brief I contributed to as part of my work with iLEAD AFRICA: "AI for Democracy: The Impact of Artificial Intelligence on Democratic Processes in Nigeria." Through this work, I explored how AI is reshaping critical dimensions of Nigeria's democratic ecosystem, including elections, governance, civic participation, information integrity, digital rights, and democratic resilience. The research also provided an opportunity to examine the emerging opportunities and risks associated with AI adoption. While AI can support more efficient public institutions, expand civic participation, and improve access to information, it also presents serious concerns around misinformation, manipulation, exclusion, privacy,...

Digital Governance Is More Than Putting Government Services Online

Image
Digital Governance Is More Than Putting Government Services Online 📌 When we talk about Digital Governance, the conversation often focuses on putting government services online. While digital service delivery is an important part of the process, Digital Governance goes far beyond digitizing existing government processes. It is about how governments use technology, data, digital systems, and innovation to strengthen institutions, improve public services, engage citizens, enhance accountability, and support better decision-making. A government can have sophisticated digital platforms and still struggle with poor service delivery, weak accountability, limited citizen participation, or low public trust. The real measure of digital transformation is therefore not simply whether a government has digital platforms, but whether citizens can access and benefit from them, whether public services become more efficient and inclusive, whether citizens can meaningfully engage with insti...
